Disregard this post. The update that was made for this problematic error fixed this issue.
Got a time issue with The Sims 3? Game speed doesn’t actually speed up? Well try this one for size.
Hopefully this works…
Disclaimer: I haven’t tried this for myself because my Sims 3 game works perfectly fine. I have the disc. I got this from someone who said it would work. If it doesn’t work for you then I’m sorry.
It’s a mistake in an ini file. Just go to C:\Program Files\Electronic Arts\The Sims 3\Game\Bin\Sims3.ini and replace the “Timeslices” section with this:
[Timeslices]
SimService = 40,40,100,200
JobManager = 40,40,100,200
ResourceSystem = 40,40,100,200
TextureCompositor = 40,40,100,200If you don’t believe me/think it will mess up your game, back up your current Sims3.ini (name it as Sims32.ini) and then try the game and if it messes something up you can always use the old ini.

I have vista and this worked for me!
I tried it and, at first, it did not work. But then i read what this guy said again and i restarted in safemode.
It let me save the file!

Recently I had a guy ask me about this problem and I have only just had the time to address it!
I personally have never seen the issue, I got my copy through game.co.uk as a pre-release for the UK.
I have come to your site to see what your solution is for this error, however I doubt that this would be a good fix as I have different values for the Timeslices e.g.
[Timeslices]
SimService = 10,10,25,50
JobManager = 10,10,25,50
ResourceSystem = 10,10,25,50
TextureCompositor = 10,10,25,50
Plus, this was found in the Sims3 config file rather than the ini file (which on my copy doesn’t exist. Now then I see that people have said that this issues has been addressed in a recent patch, which if thats the case then great no need to worry, but if it is still an issue than I wouldn’t suggest to go changing the config file or ini file if there is one.
If anything try backing up your game save located in your documents directory and uninstall and reinstall the game and see if that works. Then I think your next step would be to contact EA for a replacement copy as I would say its likely to be the copy rather a general game issue.
Hope this helps somebody!
Thanks

You can’t edit the Sims3.ini file while playing the game… Save and quit the game, wait for a couple seconds to realize it’s closed, and then edit the Sims3.ini file.
If this keeps happening, restart your computer and try to edit it again.
If it still does not work, restart in Safe Mode (if you’re on a Windows.) Google how to start in Safe Mode for instructions if you are not familiar. It’s very simple and harmless.

Yea I couldnt save the file either. I cant handle this slowness, watchin my sims sleep and and an empty house during work is making me not want to play the game anymore. I cant even return it to the store, I really hope a fix comes out soon or I just threw $50 out the window.

for vista users – what you need to do is open your windows directory (C:\windows\) and find the notepad.exe — run that as admin and then go to file, open, find the file to be edited, change it, save.. that should fix the errors about not having permission to save to program files.. as far as the speed issues, my game is legit yet it wouldn’t update, i just disconnected my internet after the update was done downloading and it installed fine
